In a medium saucepan, combine the sugar and water. Bring to a boil over moderately high heat. Simmer, uncovered, for 5 minutes. Let cool to room temperature.
Stir in the remaining ingredients until smooth. Funnel the mixture into a glass bottlw; drop in the whole coffee beans, if desired. cover tightly. Let mature for at least tow weeks. Strain out the coffee beans, if desired.
