I think I know what you are talking about. In the Philippines, this is called "patis" (pronounced put-ees, like the name Patrice without the "R"). It is a fish sauce that looks like brewed tea (brownish in color but not too dark). I have a bottle in front of me and it says that it is made with: fish extract, water and salt. I describe it as "liquid salt" because that's what it tastes like. Try not to smell it though - it does smell pretty bad to be honest with you. But if you can overcome that - it's pretty good with lemon and use it on a dish called "Nilaga." Which is basically a dish consisting of beef chunks (like stew meat), potatoes, carrots and cabbage (no spices except for pepper because the main taste enhancer is the patis & lemon). Boil all the ingredients together like a stew and serve with patis & lemon. I don't have the measurements for the dish because it's one of those things that one just makes. Like stew! Does anyone really have measurements for making beef stew or meatloaf anyway? So there is an example of Philipino food. If you try it - let me know if you liked it! :)
