6	md	Potatoes -- cut into
		Quarters
1	md	Onion -- chopped
4		Stalks celery -- chopped
2	qt	Milk
2	c	Whipping cream
1	ts	Salt
2	ts	Pepper

Combine ingredients in large saucepan. Simmer over medium heat for 1 hour; do not boil. Garnish each serving with a sprig of parsley.
